Report copies cost $0.50 for the first page and $0.25 for each page after that. Colored copies run $0.65 per page. Payment must be by cash, check, or cashier's check made out to the City and County of Honolulu. Credit and debit cards are not accepted at the Records Division. Records are released under Hawaii Revised Statutes Chapter 92F, which means personal details like Social Security numbers and dates of birth are redacted. Full reports are typically available only after a case is fully closed.

To request one by mail, send a self-addressed stamped envelope, a money order or cashier's check for $20 payable to District Court, and the person's full name, date of birth, and driver's license number. If you want a full official eCrim report with complete results, that costs $12. Both the search and the report must be purchased in a single session. OVUII Law: Hawaii DUI Offenses and Penalties
Hawaii does not use the term "DUI" in its statutes. The offense is called Operating a Vehicle Under the Influence of an Intoxicant, or OVUII. It is defined under Hawaii Revised Statutes Section 291E-61. A driver commits OVUII by operating or assuming physical control of a vehicle while impaired by alcohol or drugs, or with a blood alcohol concentration of .08 grams or more per 100 milliliters of blood, or .08 grams or more per 210 liters of breath. Both standards can be used by prosecutors.
First-time OVUII penalties cannot be suspended or deferred. They include mandatory enrollment in a 14-hour substance abuse rehabilitation program, license revocation for one to eighteen months, installation of an ignition interlock device during the revocation period, and one of the following: 72 hours of community service, 48 hours to 5 days in jail, or a fine between $250 and $1,000. A judge can order any combination of these. There is no option to avoid all penalties on a first offense.
Second OVUII convictions within 10 years carry at least 30 days in jail, 240 hours of community service, a fine of $500 to $1,500, and a two-year license suspension. A third offense within 10 years is treated as a Class C felony under Section 291E-61.5, known as habitual OVUII. That charge can result in up to five years in prison, vehicle forfeiture, and mandatory substance abuse treatment. Makakilo OVUII cases are prosecuted by the City and County of Honolulu Department of the Prosecuting Attorney.
ADLRO: Administrative License Revocation in Makakilo Cases
An OVUII arrest in Makakilo triggers two separate legal tracks at the same time. The criminal case moves through the district court. The administrative case is handled by the Administrative Driver's License Revocation Office, or ADLRO. Each track can result in a separate penalty, and one outcome does not cancel the other.
ADLRO has 8 days from the date of arrest to decide whether to revoke a driver's license. If it decides to revoke, that decision is mailed to the address the driver gave to police at the time of arrest. The revocation can start as early as 30 days from the arrest. Drivers have the right to request a hearing before the revocation takes effect, and that request must be made quickly after receiving the revocation notice. ADLRO also issues ignition interlock permits and employee driver's permits to eligible drivers whose licenses are under revocation, which lets some people continue to drive for work under restricted conditions.

DUI Conviction Rates in Honolulu County
